Overview
Verb Education was contracted by GFA Consulting to support it in conducting a feasibility study on behalf of the German Development Bank (KfW), Agence Française de Développement (AFD), and the European Union (EU) Commission. The feasibility study aimed at assessing the digital readiness of Kenya’s TVET institutions and the entire delivery system. This initiative was part of a broader effort to modernize and digitalize TVET across Kenya to meet international standards for technical and vocational training.

Technical Undertaking
Verb Education carried out a multi-tiered assessment of over 200 TVET institutions, focusing on their current ICT infrastructure, readiness for digital transformation, and the capacity of their teaching staff to deliver technology-enhanced training. The study also evaluated the capacity of the Ministry of Education and Semi-Autonomous Government Agencies (SAGAs) to manage and sustain the anticipated investments in the digitalisation of TVET.

The technical aspects of the study included:

  • Infrastructure Audits: Comprehensive analysis of the institutions’ hardware, software, and network capabilities.
  • Gap Analysis: Identifying the shortfalls in technology use within the curriculum, including e-learning tools and ICT-enabled instruction.
  • Organisational Capacity: Identification of the nature of TVET organisation and the associated opportunities and challenges.
  • Digital Transformation Roadmap: Developing a step-by-step guide for the TVET Sector to adopt new technologies, ensuring scalability, sustainability, and alignment with the Ministry of Education’s strategic goals.

Partnerships
Verb Education worked closely with KfW, AFD, and the EU, the State Department for Technical Education and Training (SDTVET) in Kenya as well as many other SAGAs and TVET institutions. These collaborations ensured the project aligned with both local and international development objectives, particularly in promoting digital literacy and vocational skills.

Outcome
The feasibility study provided a solid foundation for further investment and laid out a clear, actionable roadmap for the digitalization of Kenya’s TVET sector. The project helped key stakeholders make data-driven decisions on which institutions to prioritize for future digitalization funding.
